When the dam is complete, this entire city will be under water.  Many of the residents have already moved to higher ground (some new housing can be seen high up on the right), and you can see that the lower level of buildings has already been demolished.  All of the buildings will eventually be destroyed as they pose a hazard to ships that will be passing through this area.
