Pam takes a stroll through the Po Street Bird Garden.  Dogs and cats are heavily taxed by the government because of the space they take up and the mess they make.  As a result, very few people have a dog or a cat.  However, birds take up little space and are inexpensive -- they are the favorite pet in China.
